Mystery to Solve!

Strange things happen, even in an ultra normal place like Joe's Pond. Here's a mystery for you. Diane Rossi sent these photos with this message:

These 2 distinguished gentlemen, with help from Sol Lakey, pulled this thing out of the water on my waterfront this afternoon.  It appeared around last Thursday.  It definitely did not float in.  Could you post this and ask if anyone knows whose it is and how it got here?

The salvage experts with the unknown contraption on a dolly are Jamie Dimick and Ray Rouleau. At this point, it's anybody's guess what this is or how it got in the water by Diane's house.
